REAL coin, mintage unrecorded. NGC states: "Both proofs and business strikes are found in the Closed 3 and Open 3 varieties... No reliable mintage figures exist. Mint records enumerate 25 proof coins, with no mention of business strikes at all." Bowers conjectures 600-900 Closed 3 business strikes; that is a conjecture, not a delivery, so the figure stays VERIFY. This card previously did not exist, the issue having been ruled proof-only.
