The 1976-S business strike is the 40% SILVER uncirculated Bicentennial half; NGC lists it as "1776-1976 S SILVER 50C MS" with a mintage of 11,000,000. It is a genuine business strike, not a proof-only issue — San Francisco struck the silver uncirculated alongside the clad and silver proofs that year.
